Sandy Creek Park is nice: manageable hills, low traffic. It does have a few rough spots I wouldn't skate without outdoor wheels.
East Athens Park: along with a skate park with a "shallow end" the running track is nice for skating with only one mild hill.
Old K-Mart parking lot on East side is super smooth and fun, sure it's not allowed but I've not been kicked out.
Parking Garages (also not allowed) look like fun.
Also, any sidewalk as long as you can control your stops & jump a curve

When I started playing derby we had wooden wheels;
and you only had one pair and if you lost your wheels
you'd have to wait for someone to die and leave you their wheels.
